Amend constitution for good governance: NC President Thapa

Gandaki: Nepali Congress (NC) President Gagan Kumar Thapa has said that the debate on constitution amendment should be initiated by keeping good governance at the centre.

At a seminar in Pokhara today on the Constitution Amendment Recommendation, Thapa suggested that priorities should be listed out first for the constitution amendment.

“The NC stated the issues of constitution amendment for good governance, institutional development of the constitution and strengthening of federalism in the party’s election manifesto,” President Thapa stated. “Good governance is the prime issue of the time. The new generation is also raising this same issue. Let’s begin the debate on constitution amendment by keeping good governance at the centre,” he added.

On the occasion, Thapa warned that the country could plunge into a new conflict if the issue of constitution amendment was not handled in the right manner. “The aspect of constitution amendment should be viewed through a historical viewpoint and mindset. This is not a matter to deal in haste and sentiment.

Constitution amendment in itself is a sensitive issue,” according to the NC President. Thapa reiterated that a mixed electoral system and the parliament-elected executive head would be appropriate in a country like Nepal and argued that the provincial government and local government should be empowered.

Gandaki Province Chief Minister Surendraraj Pandey also spoke at the event, stating that federalism should be strengthened by minimising the wrong practices seen in the course of implementation of federalism.
