CIAA Annual Report: Cases filed against 990 defendants seeking recovery of funds

Kathmandu: The Commission for the Investigation of Abuse of Authority (CIAA) filed cases at the Special Court during the fiscal year 2082/83 against 990 defendants for various offenses.

In addition to seeking imprisonment and fines, the Commission demanded the recovery of Rs 25.23 billion from the accused. Commission Spokesperson Suresh Neupane told the media at a press conference held on Thursday that 175 cases related to various corruption offenses were filed at the Special Court during the last fiscal year.

The highest number of case i.e. 56 in total was related to causing loss or damage to public property. Other cases registered included 41 related to bribery, 27 to illegal gain or loss, 15 to fake or forged academic certificates, 11 to the accumulation of illegal assets, five each related to revenue leakage/misappropriation and money laundering, and 15 concerning other offenses.

Of the total complaints received during the last fiscal year, the highest number i.e. 20,000 was related to the local level. There were 15,512 complaints related to the federal level and 5,305 related to the provincial level.

The annual report indicates that complaints concerning local-level bodies or officials were highest in six provinces, whereas Bagmati Province saw the highest number of complaints concerning federal bodies or officials.

Overall, Bagmati Province recorded the highest number of complaints, while Gandaki Province recorded the lowest. Out of a total of 5,305 complaints registered against provincial governments during the fiscal year 2082/83, the highest number (1,475) originated from Madhesh Province, while the lowest number (407) originated from Gandaki Province.

Categorized by subject area, complaints related to the forestry and environment sector were the highest in Koshi, Bagmati, Gandaki, Lumbini, Karnali, and Sudurpaschim provinces, whereas complaints related to the physical infrastructure and transport sector were the highest in Madhesh Province.

Of the 20,025 complaints registered against local levels during this period, the highest number (7,370) concerned local levels in Madhesh Province while the lowest number (1,406) concerned local levels in Gandaki Province.

Regarding complaints against the federal government, the highest number of complaints categorized by ministry related to the (erstwhile) Ministry of Land Management, Cooperatives and Poverty Alleviation.

This was followed by complaints concerning the (former) ministries of Education and Sports; Home Affairs; Infrastructure Development; Finance; Health and Food Safety; Energy, Water Resources and Irrigation; Culture, Tourism and Civil Aviation; Agriculture; Forests and Environment; and Information and Communications.
