CIAA marks 35th anniversary, calls for stronger anti-corruption measures

President Paudel says misuse of public office for personal gain weakens public trust in the state

February 11, Kathmandu: The Commission for the Investigation of Abuse of Authority (CIAA) marked its 35th anniversary on Wednesday, with top leaders stressing the need for stronger action to control corruption and ensure good governance.

Speaking at a ceremony in Kathmandu, President Ramchandra Paudel said abuse of authority is a serious challenge to the legitimacy of the state and social justice. He stressed that no individual, regardless of position or power, should be beyond legal accountability.

The President said misuse of public office for personal gain weakens public trust in the state. He added that ending corruption is an essential condition for achieving development and prosperity in line with citizens’ expectations.

Prime Minister Sushila Karki said controlling corruption is the first prerequisite for good governance and national development. She noted that justice and security in society can only be guaranteed in a corruption-free environment.

While praising the CIAA’s efforts, the Prime Minister expressed concern that corruption has not declined significantly. She said Nepal is in the final stage of drafting its second national anti-corruption strategic plan in line with international commitments, adding that the primary responsibility for curbing corruption lies with the government and executive bodies.

CIAA Chief Commissioner Prem Kumar Rai voiced concern over growing irregularities in land and revenue administration. He called for strict measures to prevent the misuse of government and public property.

Rai said the commission has prioritized investigations and prosecutions in sectors identified as high risk for corruption. He also highlighted revenue leakage as a major issue, citing unlawful tax exemptions and under-invoicing as contributing factors.

More than 50 percent of complaints received by the CIAA are related to local and provincial levels, Rai said, adding that challenges in institutionalizing federalism have contributed to rising corruption risks.

President Paudel, Vice President Ram Sahay Prasad Yadav, National Assembly Chair Narayan Prasad Dahal, Vice Chair Bimala Ghimire, ministers and other senior officials attended the event.

On the occasion, the CIAA presented the Outstanding CIAA Service Award and the Outstanding Investigator Award, each carrying a certificate and a cash prize of Rs. 35,000.
