Communications Ministry signs performance agreement with subordinate bodies
Kathmandu: Minister for Information and Communications Dr Bikram Timilsina and Communications Secretary Rajendra Kumar Paudel today signed a performance agreement for the fiscal year 2083-84 BS.

On the same occasion, heads of divisions and other various bodies under the Ministry signed the agreements with secretary Paudel. It was with the following officials: Arjun Ghimire (Chairman, Nepal Telecommunications Authority), Sangita Pahadi (Aryal) (Managing Director, Nepal Telecom), Devraj Dhungana (Executive Director, Security Printing Center), Sandip Rai (General Manager, Rastriya Samachar Samiti), Urbashi Basnyat (Acting Chairperson, Public Service Broadcasting Nepal), Hikmat Bahadur Rawal (General Manager, Gorkhapatra Corporation), and Santosh Shrestha (Chairman, Advertising Board).
The signing of the agreement reached in accordance with the provisions of the Financial Procedures and Fiscal Responsibility Act, 2076, and the Financial Procedures and Fiscal Responsibility Rules, 2077, aims at making the Ministry’s programmes more accountable, result-oriented, and measurable, it is said.
On the occasion, Minister Dr Timilsina stressed that the document should be considered a significant guideline to achieve the annual targets of the Ministry, enhancing the daily delivery. He stressed that the concerned bodies must set their own targets and perform accordingly.
Stating that the Ministry’s success depends on the performance and achievement of its subordinate agencies, he urged all bodies and officials to take their responsibilities seriously. Minister Timilsina also reminded of provisions of eliminating from the responsibilities in case of the failure of respective officials to meet the goals.
“The government has taken a policy of zero tolerance regarding the promotion of good governance. Thus, it is the responsibility of all to contribute towards the establishment of good governance.”
Addressing the programme, Secretary Paudel said that performance agreement is crucial for guiding the Ministry and its subordinate bodies with a clear schedule to meet annual targets, execute required tasks, and achieve the goals determined by the annual policies, programmess, and budget. He stressed that all concerned agencies are highly expected to perform with commitment to deliver results in accordance with the targets and indicators specified in the agreement.
Earlier, on August 3, a performance agreement for the fiscal year 2083/84 was signed between Prime Minister Balendra Shah and the Minister for Information and Communications, Dr Timilsina.
The agreement is executed to ensure that effective implementation of the programmes specified by the government (Allocation of Business) Rules, 2083 BS as well as the annual policies, programmes and budget for the fiscal year 2083/84 BS, with the aim of achieving the expected outcomes within the set timeline, cost and quality standards.
