Inclusive cluster accounts for two-thirds representation in civil service: PSC Chair Regmi

Kathmandu: Public Service Commission (PSC) Chair Madhav Prasad Regmi has said that the inclusive cluster now accounts for around two-thirds of representation in Nepal’s civil service.

Speaking on the occasion of the PSC’s 76th anniversary, Chair Regmi highlighted the commission’s role in selecting competent human resources for public service through impartial and competitive examinations.

He said the PSC has expanded its mandate under the Constitution, now providing consultation and conducting examinations for vacancies in 74 organized institutions, including security agencies.

According to him, the commission currently has representatives in 107 institutions and operates through 14 offices across the country, including provincial PSCs formed under the federal system.

Chair Regmi said around 1.5 lakh civil employees are currently working across the three tiers of government. He also noted that over 26,000 employees have been selected through inclusive quotas, while more than 11,000 have entered through open competition under inclusion provisions.

He said the PSC has modernised its services through online application systems and digital recruitment processes, improving efficiency and accessibility.

However, he cautioned that full digital transformation should be implemented only with adequate preparation to avoid risks.

Chair Regmi also stressed the need for regular updating of curricula and recruitment systems to meet changing administrative needs.

He said delays in filling vacancies often occur when government bodies fail to submit required demand lists on time.

Calling on youth to join public service, he said it remains a strong platform for serving the nation, while also advising against repeated unsuccessful attempts without considering other career options.
