Nepal Police Bill to increase accountability, responsibility of police service: Home Minister

Kathmandu: Minister for Home Affairs Ramesh Lekhak has said that the Bill aimed at amending and integrating the laws related to the Nepal Police is intended to enhance the accountability and responsibility of the police service.

The Bill underscores adherence to the Constitution, existing laws, the rule of law, and human rights, he asserted. Responding to concerns raised during a meeting of the State Affairs and Good Governance Committee of the House of Representatives during the preliminary discussions on the Bill, the Home Minister said the Bill highlights the functions, duties, and rights of the police service.

According to him, it also covers key areas such as the formation, administration, and operation of the police force; the appointment of the Inspector General of Police; recruitment procedures; transfers and deputations; leave policies; promotions; remuneration and other benefits; retirement; code of conduct; departmental actions; review mechanisms; and other relevant matters.

‘We will be bringing a new Act to replace the Nepal Police Act that dates back 70 years,’ he said, adding that the Supreme Court verdict in 2070 BS (12 years back) suggested the need for a fresh Act in the police service. As the Minister said, the Police Act is the priority of the government and it hopes the Committee to conclude it at the earliest. He went on to say that the government is ready to discuss the bill and its contents with priority.

The Home Minister said, ‘This Bill had to be presented to make necessary provisions regarding the formation, operation, and terms of service of the police service to promote public peace, prevent and investigate crime, and to establish and maintain peace, security, and public order.’
