President Paudel denies authenticating Bill on Constitutional Council, asks HoR to reconsider

Kathmandu, July 24: President Ram Chandra Paudel has declined to authenticate the Bill Designed to Amend the Act on Constitutional Council (Duties, Responsibilities, and Work Procedure), 2066, and has returned it to the House of Representatives (HoR) for reconsideration.

The amendment bill was deemed to be against the letter and spirit of the Constitution, as well as democratic norms, values, and universal practices. Therefore, it was sent back to the HoR for review, said the President’s Press Advisor, Kiran Pokharel. He added that the bill was returned to the originating House in accordance with Article 113(c) of the Constitution.

Earlier, on July 15, the bill—passed by both Houses of the Federal Parliament—had been forwarded to the President for authentication.
