‘Needy should be brought on board, not allowing the creamy layers to benefit from inclusion’

Kathmandu, Jan 12: Office-bearers of the Constitutional Commission have suggested that the needy ones should be brought on board, not allowing the creamy layers to benefit from the inclusion.

In the meeting of the Good Governance and State Affairs Committee of the House of Representatives held at Singha Durbar on Sunday, they stressed the need to pay attention to qualifications for political appointments and constitutional commissions.

On the occasion, the chairperson of the National Women Commission, Kamala Parajuli, advocated for meritocracy in the selection of civil employees and political appointees. Similarly, the Chairperson of the National Dalit Commission, Dev Raj Bishwokarma, emphasized the need to make the civil service bill inclusive, mentioning that the civil service bill is an important legal instrument to deploy civil servants to serve the nation.

The Chairperson of the National Indigenous Nationalities Commission, Ram Bahadur Thapa, argued that there is no representation of such classes and communities in civil service as per the arrangement made with the expectation of representation of such communities, while the Chairperson of the Tharu Commission, Bishnu Prasad Chaudhary, pointed out the need of making the inclusive system effective.

Likewise, the Chairperson of the Muslim Commission, Samim Miya Ansari, shared that the Muslim community has faced challenges due to the lack of the Civil Service Act. The meeting was chaired by Committee President Ram Hari Khatiwada. —RSS
