Parties Step Up Preparations for Proportional Representation Lists as HoR Poll Nears
Kathmandu, Dec 24 — With 71 days remaining until the House of Representatives (HoR) elections, political parties have accelerated internal preparations, focusing on finalizing their closed lists for the proportional representation (PR) system.
Both parties represented in the dissolved House of Representatives and newly registered political groups are holding discussions to select candidates for the PR category. According to Election Commission spokesperson Narayan Prasad Bhattarai, a total of 93 political parties have applied to participate in the proportional representation segment of the HoR elections.
The Election Commission has already announced a detailed timetable for parties contesting under the PR system. As per the schedule, political parties must form inclusive groups in line with the revised percentage requirements and submit their closed candidate lists on December 28 and 29.
To support this process, the commission has provided training to political parties, particularly to help them understand the updated provisions related to proportional representation and population-based calculations. The PR percentages have been determined based on population data from the National Population Census 2078 (2021), reflecting recent demographic changes.
The commission said these measures are aimed at ensuring transparency, inclusiveness, and smoother implementation of the proportional election system in the upcoming parliamentary polls.
