HoR lawmakers stress on collective efforts for promoting good governance, development
Kathmandu: The government’s fresh policies and programmes for the upcoming fiscal have received mixed reactions from lawmakers.
During the discussions on the policies and programmes for the fiscal year 2062-83 BS in a meeting of the House of Representatives today, a section of legislators backed the policies and programmes, while some others stressed the need to revise them.
Uday Shumser JB Rana said the new policies and programmes are realistic, unlike those of the past years. He stressed the need to implement the concepts of Startup and Gen-Z.
The revenue collection is not encouraging, and it is necessary to further systematise the tax policy, economic and commerce laws to encourage revenue collections. Man Bahadur Gurung of the CPN (UML) said the policies and programmes are objective and relevant with time.
The policies and programmes focused on agriculture, education, health, tourism and infrastructure development. The document aims to make the economy vibrant with collective efforts for development and good governance, he added.
Stating that although the policies and programmes document mentioned about promotion of entrepreneurship, no concrete programmes were included in it, he said the policies should have stressed more on stopping the brain drain from the country by creating employment opportunities.
Rastriya Swatantra Party (RSP) lawmaker Asim Shah said the policies and programmes followed the continuation of the old document.
‘Policies on operating sick industries are there in every new policy and programme of the government, but they are limited to announcements. Corruption is said to be dealt with zero tolerance, but the issue of big corruption continues. These policies and programme documents have become new and visible only through listening, ‘ said Lawmaker Shah.
Rastriya Prajatantra Party (RPP) lawmaker Anisha Nepali expressed the view that the policies and programmes have failed to include the programmes of innovation.
‘The country’s economy is in a shambles. Can policies and programmes address this? There is no plan to end unemployment in the country. Is there a plan to create employment opportunities in the country and stop the outmigration of youth?, ‘ asked MP Nepali.
