KATHMANDU:<\/strong> Foreign Minister Shisir Khanal has stressed that public administration must adapt to govern effectively amid rapid global transformations, shifting geopolitical dynamics, and emerging technological challenges.<\/p>\n\n\n\n

Addressing the International Conference on Public Administration and Governance in South Asia as the chief guest today (Kartik 20 \/ Nov 6), Minister Khanal emphasized that civil servants should evolve from rigid rule enforcers into proactive facilitators of progress. He noted that while robust legal frameworks form the backbone of good governance, the integrity, character, and accountability of public officials remain equally vital.<\/p>\n\n\n\n

Outlining a strategic vision for administrative reform, Foreign Minister Khanal presented five key priorities: strengthening democratic legitimacy and public trust, centering ethics and empathy in public service delivery, building resilient and adaptable state institutions, enhancing inclusivity through meaningful civic participation, and augmenting state capacity to navigate volatile global uncertainties.<\/p>\n\n\n

Referencing Nepal’s recent political transition, the Gen-Z movement, and subsequent elections, Minister Khanal paid tribute to the youth who lost their lives during protests, affirming that the government takes their demands for good governance, equal opportunity, and institutional accountability as a solemn mandate. He noted that while elections provide the political mandate, public institutions carry the responsibility of translating that mandate into everyday reality.<\/p>\n\n\n\n

Highlighting digital transformation efforts, Foreign Minister Khanal cited the integration of public services via the Nagarik App and the Ministry of Foreign Affairs’ promotion of the MoFA Mitra mobile app to streamline consular services for millions of Nepalis abroad. However, he cautioned that technology alone cannot replace human oversight, stressing that AI-assisted decisions must retain human accountability and offer citizens direct access to responsible officials.<\/p>\n\n\n\n
