Kathmandu:<\/strong> Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, has said the National Defense University remains an entity of the national-level. <\/p>\n\n\n\n

“It will not merely function as Nepali Army’s University.” Responding to queries raised during the deliberations on a proposal tabled seeking consideration on the “National Defense University Bill, 2083 BS’ in a meeting of the House of Representatives (HoR) today, she made it clear that the University would not provide any sorts of military training. <\/p>\n\n\n\n

She, on behalf of Prime Minister Balendra Shah, responded lawmakers’ concern. She was of the opinion that in changing global scenario, national security should not be merely defined and understood in terms of war and military security.<\/p>\n\n\n\n

“Various dimensions including international relations, diplomacy, economic and security diplomacy, national security and strategic study, and cyber security are integral parts of national security. According to the Minister, there was a need for a specialised institute for providing a platform to study these matters. That’s why the Bill has envisioned the concept of operating high-level academic study, teaching and research,” the Minister said, adding that the Bill also envisions a framework where both military and civilian officials from friendly nations may arrive here to pursue studies on national security issues. <\/p>\n\n\n\n

She added that the Bill envisages provisions about distinct institutional structures, such as a University Senate, an Executive Council, an Academic Council, and a Board of Trustees. According to the Minister, the Bill has established a necessary distinction between policy and institutional accountability on the one hand, and day-to-day academic operations on the other.<\/p>\n\n\n\n

The University will offer classes covering topics such as national security, defense, strategic leadership, international relations, diplomacy, and economic diplomacy, she said, adding that there are already many universities in Nepal; the goal is not simply to have one more conventional university, but to establish an autonomous, credible national institution capable of generating high-level education, research, strategic analysis, and policy-related knowledge within the country regarding national security and defense. <\/p>\n\n\n\n

Minister Gautam expressed the view that parliamentary deliberations could further clarify and strengthen aspects such as university autonomy, civil-military participation, academic freedom, and institutional accountability. The meeting unanimously approved the motion to consider the Bill. <\/p>\n\n\n\n

Earlier, taking part in the discussion on the proposal, lawmaker Bikram Thapa shared that the matter of conducting teaching and research about national security, national defense, strategic affairs and strategic importance at the University for military and non-military officials is a welcome step. <\/p>\n\n\n\n

Lawmaker Bharat Giri expressed the view that the Defence University should be considered as the opportunity to develop its own strategic knowledge and research capacity, not merely as an addition to the number of existing universities.<\/p>\n\n\n\n

Similarly, Khusbu Oli emphasized the need of linking the university with diplomacy, crisis management, cyber and climate safety, economy and international relations without limiting to security study and military education while Ramesh Kumar Malla opined that the bill is important from the point of view of national security and knowledge production. <\/p>\n\n\n\n

Likewise, Pushpa Raj Kandel stressed that the bill should define autonomy and academic independence of the University while Ram Lama expressed the view that the trend of changing office-bearers of the universities along with change in power should be ended. <\/p>\n\n\n\n

Lawmakers\u2014Yubraj Dulal, Balawati Sharma, Nitima Bhandari (Karki), Karishma Kathariya, Tuka Bhandra Hamal, Rima Bishwokarma, Kamal Subedi, among others laid emphasis that the Defense University should give priority to issues including cyber security, disaster management, international relations, artificial intelligence and strategic communications. <\/p>\n\n\n\n

The HoR will meet next at 1:00 pm tomorrow. <\/p>\n\n\n\n
