Kathmandu, Sept 25:<\/strong> Foreign Minister Shisir Khanal has said national ownership, inclusive state institutions and accountable governance are essential for building credible and sustainable peace.<\/p>\n\n\n\n Addressing a ministerial-level meeting of the Peacebuilding Commission (PBC) at the United Nations Headquarters in New York on Thursday, Khanal said peace processes become more legitimate and sustainable when they are led and owned by the people of the country concerned.<\/p>\n\n\n\n \u201cNational ownership is essential for credible, legitimate and sustainable peacebuilding,\u201d he said, stressing that reconciliation takes deeper root when societies lead their own peace processes.<\/p>\n\n\n\n Khanal presented Nepal\u2019s peace process as an example of nationally owned peacebuilding. He said the Comprehensive Peace Accord (CPA), signed in 2006 between the then government and the CPN (Maoist), brought an end to the decade-long armed conflict through a homegrown peace process.<\/p>\n\n\n\n He said the peace process also paved the way for the promulgation of Nepal\u2019s inclusive federal democratic Constitution. The United Nations supported the process, including arms management and elections.<\/p>\n\n\n\n The Foreign Minister said peacebuilding should not be viewed as a process that ends at a particular point, but as a continuing social contract that needs to be sustained across generations.<\/p>\n\n\n\n Referring to the expectations of the younger generation, Khanal said young people who have not experienced armed conflict and are increasingly connected through digital platforms are demanding transparent governance, merit-based systems and accountable institutions.<\/p>\n\n\n\n He stressed the need to make state institutions more responsive and adaptable to changing public expectations.<\/p>\n\n\n\n Khanal also referred to the Gen Z movement in Nepal on September 8, 2025, saying democratic institutions demonstrated flexibility and tolerance during the movement. He said public aspirations were addressed through dialogue and that power was transferred to an elected government following the peaceful parliamentary election held within six months.<\/p>\n\n\n\n He called for stronger inclusive representation and local ownership in peacebuilding efforts, along with continued strengthening of institutions responsible for transitional justice, human rights and the rule of law.<\/p>\n\n\n\n Khanal further said international support for peacebuilding should be aligned with national priorities and capacities. He noted that UN assistance to Nepal\u2019s peace process has focused on strengthening national capacity.<\/p>\n\n\n\n Highlighting Nepal\u2019s traditional understanding of peace, the Foreign Minister said peace should not be understood merely as the absence of war, but as a state of balance and harmony among people, nature, the earth and the wider universe.<\/p>\n\n\n\n Khanal urged the Peacebuilding Commission to adopt a comprehensive approach to resolving differences through dialogue, guided by national ownership and strengthened by international solidarity.<\/p>\n","protected":false},"excerpt":{"rendered":" Kathmandu, Sept 25: Foreign Minister Shisir Khanal has said national ownership, inclusive state institutions and accountable governance are essential for building credible and sustainable peace.
