{"id":436316,"date":"2026-09-20T06:53:36","date_gmt":"2026-09-20T01:08:36","guid":{"rendered":"https:\/\/radionepalonline.com\/en\/?p=436316"},"modified":"2026-09-20T06:53:38","modified_gmt":"2026-09-20T01:08:38","slug":"ncp-calls-for-climate-loss-and-damage-compensation-to-be-recognised-as-a-right","status":"publish","type":"post","link":"https:\/\/radionepalonline.com\/en\/2026\/09\/20\/436316.html","title":{"rendered":"NCP calls for climate loss and damage compensation to be recognised as a right"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\"><\/h3>\n\n\n\n<p><strong>Kathmandu, Sept 19:<\/strong> The Central Human Rights Department of the Nepali Communist Party (NCP) has called for international support to Nepal for climate-related loss and damage to be treated as a matter of climate justice and shared responsibility rather than charity.<\/p>\n\n\n\n<p>The department is organising a national interaction in Kathmandu on Sunday on the theme <em>\u201cImpact of Global Temperature Rise on the Himalayan Region, Risks in Nepal, and Climate Justice.\u201d<\/em><\/p>\n\n\n\n<p>According to department head Madhav Prasad Paudel, political leaders, climate and human rights experts, farmers, intellectuals, women, persons with disabilities, minority communities and members of the general public will participate in the programme.<\/p>\n\n\n\n<p>NCP Coordinator and former Prime Minister Pushpa Kamal Dahal \u2018Prachanda\u2019 and Joint Coordinator and former Prime Minister Madhav Kumar Nepal are scheduled to address the event.<\/p>\n\n\n\n<p>Chairperson of the House of Representatives\u2019 Law, Justice and Human Rights Committee Samiksha Baskota, senior lawyer and constitutional expert Dr Chandrakanta Gyawali, and National Disaster Risk Reduction and Management Authority Executive Chief Dr Dharma Raj Uprety, among others, are also scheduled to make presentations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Call for separate mountain climate justice agenda<\/strong><\/h3>\n\n\n\n<p>The department said it would advocate for a separate international agenda on <strong>\u201cmountain climate justice\u201d<\/strong> to address the specific climate risks faced by the Himalayan region.<\/p>\n\n\n\n<p>The proposed agenda includes dedicated climate finance for Himalayan countries, systematic monitoring of glaciers and glacial lakes, stronger early warning systems for glacial lake outburst floods, restoration of mountain ecosystems, and international mechanisms to address climate-induced displacement and protect mountain livelihoods.<\/p>\n\n\n\n<p>The department said Nepal should also raise the issue of historical responsibility in international climate negotiations. It argues that countries that have contributed more to the climate crisis should bear a greater share of the costs of addressing its impacts, based on their responsibility and capacity.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Climate change as a human rights issue<\/strong><\/h3>\n\n\n\n<p>The NCP department has argued that the climate crisis should be viewed not only as an environmental challenge but also as a human rights issue.<\/p>\n\n\n\n<p>It said climate finance should be assessed not only in terms of carbon reduction but also by considering whether it protects people&#8217;s rights and livelihoods.<\/p>\n\n\n\n<p>According to the department, deaths, displacement, loss of ancestral land, damage to cultural and religious sites, biodiversity loss, erosion of community identity, loss of traditional knowledge and other non-economic impacts should be incorporated into discussions on climate-related loss and damage.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Calls for grants and Himalayan early warning network<\/strong><\/h3>\n\n\n\n<p>The department has also called for climate reconstruction and adaptation finance to be provided primarily through grants rather than loans.<\/p>\n\n\n\n<p>It said countries such as Nepal could face additional debt burdens if they have to borrow to rebuild infrastructure damaged by climate-related disasters, including roads, bridges, schools, hydropower projects, agricultural facilities and settlements.<\/p>\n\n\n\n<p>The department has further proposed establishing a Himalayan Early Warning Network involving Nepal, India, China, Bhutan, Bangladesh and other Himalayan and South Asian countries.<\/p>\n\n\n\n<p>It said disasters originating in the Himalayan region can have cross-border impacts and therefore require stronger regional cooperation in early warning, information sharing and disaster preparedness.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu, Sept 19: The Central Human Rights Department of the Nepali Communist Party (NCP) has called for international support to Nepal for climate-related loss and damage to be treated as a matter of climate justice and shared responsibility rather than charity.
