Panchthar, Sept. 7:<\/strong> A 10-point declaration has been issued with a commitment to eliminate caste-based discrimination and untouchability in Panchthar.<\/p>\n\n\n\n The declaration was adopted at a workshop organized by the Human Rights Forum Nepal in Phidim. Representatives of local governments, political parties, security agencies, civil society organizations, rights activists and members of the Dalit community participated in the event.<\/p>\n\n\n\n The declaration calls for the formulation of a local Dalit Rights Act and a five-year Dalit Development Strategic Plan to strengthen the social, economic, educational and political status of the Dalit community.<\/p>\n\n\n\n It also emphasizes the need for a Dalit-responsive budget and calls for the gradual declaration of wards and municipalities as untouchability-free zones.<\/p>\n\n\n\n Among other measures, the declaration proposes training and technology transfer to modernize and strengthen traditional skills of the Dalit community. It also calls for the inclusion of caste equality, human rights and social justice in local education curricula.<\/p>\n\n\n\n The participants committed to adopting a zero-tolerance policy against caste-based discrimination and ensuring prompt access to legal assistance for victims of discrimination.<\/p>\n\n\n\n The declaration further stresses the meaningful participation of Dalit youth and women in political and decision-making processes.<\/p>\n\n\n\n Forum President Mohan Singh Thebe said the declaration provides a concrete roadmap for addressing longstanding caste-based discrimination and exclusion.<\/p>\n\n\n\n Similarly, District Coordination Committee chief Ramraj Angdembe reaffirmed the commitment of local stakeholders to effectively implement constitutional and legal provisions aimed at ending caste discrimination.<\/p>\n\n\n\n Participants said coordinated efforts by government agencies, political parties, civil society and local communities are essential to translating the declaration into concrete action and building an inclusive and discrimination-free society.<\/p>\n","protected":false},"excerpt":{"rendered":" Panchthar, Sept. 7: A 10-point declaration has been issued with a commitment to eliminate caste-based discrimination and untouchability in Panchthar.
