Scientists from the International Centre for Integrated Mountain Development (ICIMOD) and partner organizations in Nepal and China initially reported that the flood was triggered by an ice-rock avalanche in the high Himalayan region.

However, further research is continued. Since the floods, nearly 5,000 people have been missing, among which some 600 are foreign nationals from 35 countries.

As of Saturday, 1,344 dead bodies have been recovered from the disaster-hit areas. The preliminary assessment of the disaster has mentioned that 60,000 people from about 15,000 households were displaced, while 48 government offices are affected and 51-km road damaged.

Total 37 motorable bridges and 68 suspension bridges were also destroyed by the devastation. The list of devastation impact goes on- about 1,806 hectares of agricultural land, 13 hydro powers, a solar power project and two transmission lines received severe damages.

With such enormous toll on human lives, property and infrastructures, the demand of climate justice for Nepal has gained pace in the country and abroad. For long, it has been reported and documented Nepal is one of the most vulnerable countries to climate-induced hazards, which could cause massive damages.

The August 26 disaster has reinforced it. A senior cryosphere expert at ICIMOD, Mohammad Farooq Azam, said the increasing frequency of risks related to the cryosphere is becoming more visible than before. In this connection, the Least Developed Countries (LDCs) expressed solidarity to Nepal at such crisis and advocated for proper attention to loss and damage issues.

The recent LDCs ministerial meeting held in Dili, Timor-Leste observed that there are still significant gaps in providing support in the areas of adaptation and loss and damage management, technology development and transfer and capacity building.

Minister for Agriculture, Forest and Environment Geeta Chaudhary briefed the meeting on the Bhotekoshi flood disaster on Thursday. She said LDCs like Nepal, despite having negligible role in global greenhouse gas emissions, have suffered the most.

“Nepalis are suffering worst due to climate crisis. It is in deed severe injustice. So, Nepal calls on the LDCs to stand united and with a clear voice for climate justice,” she said. She also demanded that the fund established for climate-related loss and damage be fully operational and accessible so that countries like Nepal could better access the fund during recent crisis.

According to joint secretary Dr Maheshwor Dhakal, chief of Climate Change Management Division at Environment Ministry, COP-31 should deliver a clear and strong message on the urgent need to guarantee demand-based resources.

This should include increasing the available resources by international agencies for the ‘Barbados Implementation Modalities’ (BIM) under the initial phase of the Fund for Responding to Loss and Damage (FRLD).

According to him who is also an alternative member to the FRLD, the Fund has presently financial resources amounting to 342 million US Dollars under the BIM, but demand is far higher than the available resources.

Presently, 119 nations have requested 176 financial aid worth a total of 2.8 billion US Dollars. Among them, 41 Least Developed Countries ( LDCs) including Nepal have submitted 72 request proposals for assistance equivalent to one billion US Dollars.

Similarly, Prime Minister Balendra Shah has described the recent disaster as extremely painful and Nepal has borne the grave consequences for a mistake it committed at a very minimal scale. He stressed the need to seek its answers from the global community.

“The time demands us to strongly raise our voices before the international community regarding the climate change-induced disasters we are facing. Why did the glaciers collapse? What caused such massive waterfalls? Human civilization must get the answer of these questions,” the Prime Minister stressed.

According to climate expert Dr Bimal Raj Regmi, the rich and developed nations responsible for higher carbon emissions should immediately extend financial and technical aid to the least developed countries like Nepal under the United Nations Framework Convention on Climate Change to properly address the impacts of climate change.

RSS

Kathmandu: The catastrophic floods that ravaged Bhotekoshi-Trishuli corridor in Nepal on August 26 has brought to fore the demand of climate justice to Nepal again.
